If the restart is done from a crashed state then the applications need to be closed only even after the iPad re-starts and again the system re start should be initiated.

How Can One Close the Applications

1. It is easy to close the apps in the iOS. This is a compatible method on the iPhone 4 and iPod touch. To bring up the iOS task manager you just need to press the home button twice.

2. Seeing the list of the apps that are running currently, the user can swipe on the right side in order to see more suspended applications. On swiping to the left, it facilitates to go back. But on swiping to the extreme left it can lead to ending up of screen orientation controls like brightness, volume, contrast etc. in case you happen to reach these controls, you can again swipe on the right side.
